I am guessing that it is a head for a plane adjusting hammer (without the shaft).
The electrician cadet with no experience in woodworking whatsoever (those are his own words.) Thinks it is a handle for a drill, where you insert the drill in the small square hole, and you can change the drill.

Both are interesting guesses – it is not a hammer head – but the second guess is close – some things do get inserted into the small hole. the item is about 5/8″ at the middle tapering to 1/2″ and about 4″ long.
